UP govt standardises property mutation charges across ULBs
Lucknow: Residents looking forward to getting their properties transferred will not have to face unnecessary delays and arbitrary fee structure as the state govt standardised the property mutation fee across the 762 urban local bodies in the state.Lower charges will be levied if a property is changing hands between immediate family members, while others will have to pay the value as per the slabs created for values determined through the collector rate of the area concerned.In a recent meeting with the urban development department officials, CM Yogi Adityanath directed them to work on property mutation charges and evolve a standardised structure to determine the value for the transfer of properties from one person to another. Having examined the matter, the UP Board for Development of Municipal Financial Resources framed the transparent slab-based structure for the 17 municipal corporations and other local bodies (nagar palikas and nagar panchayats). Principal secretary, urban development department, Amrit Abhijat said, "A framework for processing the mutation requests has been framed and all the executive heads have been asked to implement it."In key cities such as Lucknow, Kanpur, Agra, Prayagraj, Varanasi, Bareilly, Ghaziabad, Gorakhpur, Jhansi, Moradabad, and seven others, a fee of Rs 1,000, Rs 2,000, and Rs 3,000 will be applicable if the size of the property is less than 1,000 sq ft, between 1,001 sq ft and 2,000 sq ft, and 2,001 sq ft to 3,000 sq ft, respectively, for change of ownership between immediate family members. For properties measuring more than 3,000 sq ft, a fee of Rs 5,000 will be applicable. For other transactions, the fee will be determined according to the circle rate. Transactions worth Rs 5 lakh will attract Rs 1,000 fee, properties valued at Rs 5 lakh to Rs 10 lakh will be charged Rs 2,000, those between Rs 10 lakh and Rs 15 lakh will be charged Rs 3,000, and properties ranging from Rs 15 lakh to Rs 50 lakh will be charged Rs 5,000. For properties valued at more than Rs 50 lakh, a fixed fee of Rs 10,000 will be charged. Similarly, for nagar palikas and nagar panchayats, a fee ranging between Rs 500 and Rs 2,500 will have to be paid for transfer between family members. The slab for the transfer of properties among other individuals has been kept the same and will be determined by the collector rate. Processing charge of Rs 100 will have to be paid separately along with the documents.
